2021 POOL OPENING

The Lakemoor HOA community pools are opening for resident and overnight guest use only effective May 28, 2021.  Please note that pool 1 is scheduling repairs and the intent is to have those completed prior to opening.  Should a delay occur updates will be posted.

2021 IRRIGATION STARTUP

The Water Users Assn. is flushing and testing the irrigation system. Water will likely be available beginning April 1st for residential use. Please do not turn on your water until April 1st or later. If there will be a delay in homeowner access beyond April 1st, additional notification will be emailed out.
 
You may wish to wait a few extra days to allow for any debris that remains in the system is able to be flushed out before moving forward with turning on your individual systems after April 1st. This may reduce the impact on your individual system sprinklers. Don't forget to clean the filters on your sprinklers regularly throughout the irrigation season so that your pressure and coverage is not seriously impacted by any debris that may be in the lines. 

**If you notice water staying on for hours causing significant flooding in the common areas, please contact Development Services at (208) 939-6000 during business hours (M-F, 9-5). If it is after hours and an emergency the issue may be reported to Lawn Co. at (208) 869-8005. Please only report emergency issues to Lawn Co. after-hours.

IRRIGATION WATER OFF FOR SEASON NOVEMBER 5, 2020
 
The irrigation system will be shutdown temporarily October 16-17 for micro seal repair in phase 1. This is necessary to ensure no water disrupts the curing process. We apologize for the lack of advance notice but were unable to fully isolate the area in question from the system.
 
The irrigation system will be shutdown for the season between October 29-30.
 
Updates will be posted to the website if there are changes to this schedule. Please plan your individual sprinkler system winterizations accordingly.

The Lakemoor pool season has been extended one week.  Pools will close Monday, September 14, 2020.  Please be sure you check the lost and found bins near the entry gates for any missing items.  Those items are donated/discarded periodically and at the end of the season.  Thank you!

**ALL HOMEOWNERS (OWNERS ON TITLE) MUST COMPLETE A REVISED ASSUMPTION OF RISK AND RELEASE OF LIABILITY FORM FOR ACCESS.  FORM IS AVAILABLE UNDER HOA DOCUMENTS.

The Lakemoor HOA community pools will not be opening Memorial Weekend as in the past.  The Pool Committee will be meeting in early June to re-assess the COVID-19 restrictions and various agency recommendations to determine when/if the pools will open.  You will find information pertaining to their current plans in the May newsletter posted on this site.  Thank you for your understanding and patience while they navigate these unprecedented times.

DUE TO RECENT RECOMMENDATIONS AND STANDARDS FOR CLOSING PUBLIC SPORTS FACILITIES REFLECTIVE OF THE COVID-19 ADVISORY, THE HOA HAS MADE THE DIFFICULT DECISION TO CLOSE THE PLAYGROUNDS AND SPORTS COURTS TO ALL USE AT THIS TIME.

APRIL 21-23 Private Road Micro Seal Maintenance

APRIL 21-23 | Private Road Micro Seal Maintenance will be completed in phases 1-2 (including entries at Lakebrook Ln and Brookwater Ln-north of Colchester Dr).  This will affect access for residents in phases 3 & 5 due to maintenance on the main entry at Lakebrook Ln.  An email was sent to affected residents, along with a letter detailing more information for the maintenance period.  The letter and email are available in the links below.
 
**Note:  Irrigation water will be off April 20-24 to ensure no water is on the roadways during maintenance. 
 
**Street Tree Maintenance:  The HOA realizes the instructions regarding street tree pruning may not have been clear.  The HOA will notify any residents they determine need to prune any items back along the street, so that equipment on the street performing maintenance has proper clearance.  The notice was NOT meant to direct topping, or pruning from the top down, as this is generally unhealthy for trees.  The roadways just need proper clearance for vehicles and equipment.  Thank you.

PRIVATE ROAD SEAL MAINTENANCE SEPTEMBER 10-13 (Phases 1-2)

Private road seal maintenance is scheduled for September 10-13 for phases 1-2 (Lake Briar Ln, Lakebrook Ln, Lake Vista Ln, Brookwater Ln, Eaglewoods Ln). 
 
More information will be provided prior to scheduled maintenance.  Residents in phases 1-2 will receive emails and mailed details on closures and other important items of note including scheduling contractor access, guests, etc. around maintenance on your street.

If you already have a keycard you do not need to do anything.  All keycards will be activated Friday morning unless your account is delinquent.  If you have any inquiries on your account you may contact us at Shurie@dev-services.com, or via phone at (208)939-6000, Ext. 202.
 
If you are in need of a replacement keycard, the cost is $30 (check payable to Lakemoor HOA please). Keycards may only be distributed to the recorded owner(s) on title for a property - please bring picture ID with you.  Development Services office is open M-F, 9am-noon and 1-5pm (closed from noon to 1pm for the lunch hour).  We are located at 9601 W. State St., Ste. 203, Boise, ID 83714.  A release of liability waiver is required to be signed for pool use.  
 
A copy of the pool rules are available under HOA DOCUMENTS and in the HOMEOWNER HANDBOOK.  Please be courteous, and cognizant of these requests, when visiting your community pool.

IRRIGATION UPDATES 4/1/2019

The Water Users Assn. has indicated the irrigation system will not be fully operational until mid-to-end of the week.  We would suggest that residents wait to try and start their systems until next week (week of April 8th).  Please be aware that once the system is up and running fully, the HOA landscapers will be testing the common area lines which may lead to intermittent access if there is need of a repair.  
 
You may wish to wait a few extra days to allow for any debris that remains in the system is able to be flushed out before moving forward with turning on your individual systems after April 5th.

EAGLEWOODS PATHWAY MAINTENANCE

The City of Eagle owns and operates the public walking path that runs behind Eaglewoods Lane homes (see attached map).  As many may have become aware, the path is in need of maintenance to reduce tripping hazards.  The city is unable to fully reconstruct the path at this time as it is cost prohibitive.  They do plan to bring a grinder in to level out some of the most concerning areas of the pathway.  This work will commence roughly February 25, and will continue weather and staffing permitting M-F 8-5.

Flag Disposal

Please be reminded of the Lakemoor HOA Flag policy as outlined below.  
 
FLAGPOLES: Permanent flagpoles are not allowed in the Lakemoor subdivision. Temporary or removable flagpoles are allowed in the Lakemoor Subdivision. When selecting a US Flag and temporary flagpole, the following specifications must be followed:

• Flagpole – telescoping or removable.
• Material – aluminum.
• Color – aluminum, white, bronze.
• Height – does not exceed the ridge line (highest point of the roof) of the home.
• Base size – maximum 2 ½ inches.
• Halyard – external halyard (nylon ropes) not allowed.
• US FLAG SIZE– 3 FOOT BY 5 FOOT.
• Quantity – one per household.
 
FLYING THE US FLAG
The US Flag may be displayed on a removable pole that is held in place by a bracket placed upon the front of a dwelling. The US Flag must be clean and in good condition, and comply with flag etiquette. A flag should be flown from sunrise to sunset. However, a flag may be displayed 24 hours if properly illuminated during the hours of darkness. Flags should not be displayed on inclement weather days, except when an all-weather flag is displayed (all weather – nylon or non-absorbent material). When picking a location for a pole, consideration for neighbors should be given. Means of the flag attachment must be such as to prevent noise in windy conditions.
 
As U.S. flags wear out, they should be disposed of properly.  If you are unsure of how to retire your flag, there are drop locations for such around the valley.  Recent drop locations reported include Wild West Cafe in Eagle, and the Eagle Fire Station.  Most Veteran facilities will have options as well.  Thank you for showing your patriotism!

Eagle Area Flood Advisory

Subject: Potential Flood Emergency 
Emergency management officials as well as experts from the US Army Corps of Engineers and USGS have identified a progression toward possible failure on a levy upstream from the City of Eagle’s floodplain area. 

If a failure happens, the CodeRed system will give out warning to those who have signed up for the system. The time frame is estimated to be at least 12 hours’ notice. 

Although there is no way to predict the exact scenario, it is possible that Eagle Road and some residential roads will not be passible at times. Please do not attempt to cross flowing water. Remember to Turn Around, Don’t Drown.

Though buildings, homes and structures are not thought to be at risk, safety precautions should be exercised by those in the floodplain areas. The removal of motor vehicles, campers, motor-homes, boats and other such vehicles is necessary. It is also critical to the environment to remove chemicals, fertilizers, gas and fuel cans as well as propane tanks from low level areas.

It is also advised to prepare a “go-bag” containing water, clothing and other essentials for each member of the home.

SIDEWALK MAINTENANCE

It has recently come to the HOAs attention that the adverse winter conditions have caused for some metal property/locating pins to raise above the sidewalk in some areas of the community.  Luckily it seems that these pins may be easily hammered back down to sidewalk level with a standard hammer.
 
As a reminder, it is each property owners responsibility to maintain the sidewalk and the landscape strip (with sod, trees, etc.) that is adjacent to their property.  As such, the Board requests that everyone inspect their sidewalks for any protruding pins and take the necessary actions to address the safety concern.  
 
If you notice any pins protruding from sidewalks adjacent to HOA common area property, or on sidewalks along Colchester Dr., please let Shurie with Development Services know the approximate location for follow-up (Shurie@dev-services.com; 208-939-6000x202).

Once the HOA has posted that irrigation water is available for resident use, you may wish to wait an additional couple of days to allow for any debris that remains in the system is able to be flushed out.  This may reduce the impact on your individual system sprinklers.  Don't forget to clean the filters on your sprinklers regularly throughout the irrigation season so that your pressure and coverage is not seriously impacted by any debris that may be in the lines.

Gate Hold Times

The main entry gate at Lakebrook and Colchester, and the gate at Brookwater and Colchester entering Phase 4 are currently held open due to construction traffic.  The time for this hold has been adjusted for the winter to 7am-7pm.  Please be sure you have your gate remote or personal entry gate code handy if you will be out of the gated areas outside of this timeframe.  Thank you.
Landscape Strip/Drain Swale Maintenance

Please be reminded that the landscape/parking strip (aka drainage swale) and all items within are the responsibility of the adjacent property owner to maintain.  This includes the sod, sprinklers and trees within this swale area between the street and each home.

Common Area Use & Vandalism Reminders

The HOA has received concerns recently regarding access of the community waterways, more specifically referencing children.  While there is no age restriction for fishing in the community, we request that all residents please be sure to respect your common areas and be cognizant of the potential dangers when utilizing the waterways.  As a reminder, the HOA has a no contact policy with the waterways.  And remember, common area use is AT YOUR OWN RISK. 
 
Another item that has been brought to our attention involves vandalism on building lots.  Please keep an eye out for suspiscous activity and remind children to stay off of private property.

Recent Thefts

We have received reports in the past week of two residents who have encountered thefts of items within their vehicles.  In both instances the vehicle in question was outside of their garage and unlocked.  Valuable possessions, including a wallet, were taken.  Please be sure to lock your vehicles and do not leave valuable items within.  If you notice suspicious activity please report to non-emergency police dispatch at 377-6790.  Increased requests from residents for additional patrols in the area may generate a more focused response by the policy department as well.   
Waterway Algae

The HOA is aware of recent algae blooms on waterways within Lakemoor.  Treatment has been done twice in the past several weeks.  Residents should start to see the algae patches brown, break up, and start to drop.  A waiting period will commence before additional treatments will be applied however the issue is under monitoring by the maintenance provider.  Thank you for your patience through this process. 
Resident Fishing Permits

Attention Lakemoor Residents:

The HOA is now distributing resident fishing permits for catch and release fishing access on the Lakemoor waterways.  If you are interested in fishing in the neighborhood, you may contact Board member Steve Brody for a permit (208-938-4124).  You will need to keep your permit with you when fishing onsite.  The tackle box may be a good location for it perhaps. 

As a reminder, there are policies in place governing use of the ponds.  Please be sure to review the no contact and catch & release only policies.  They are both on the Board Policies List available under Forms and Documents on the HOA website. 
 
The HOA ponds are within the gated sections of the neighborhood and on the north side of the bridge on the Eagle Rd. entry.  The pond by the mailbox building on the west side of Colchester is NOT an HOA pond.

Sales Office Trailer

Residents may have noticed a trailer building near the Eagle Rd. entry off Colchester on the future commercial property.  Please be advised that this will be a Lakemoor residential sales office for the developer.  They have plans to heavily landscape around the office and parking areas that will be prepared, similar to the old sales office location which was previously just inside the main gates.  Thank you for your patience through this process. 
Lakemoor Dog Leash Reminder

Greetings Lakemoor Residents,
 
It has come to our attention that there are dog owners who are not following the leash laws in the area.  We are unable to determine if they are Lakemoor residents or from outside of the development however a recent report cited an altercation involving two golden labs, off leash, acting very aggressive and lunging at another resident and their leashed pet. 
 
This is a reminder to please, always have your dogs leashed when outside of your home or a fenced location, as per the law and Lakemoor CC&Rs.  You will find information relating to a portion of the requirements put upon pet owners by the City of Eagle in the link below.  Future complainants will be directed to file complaints with Animal Control and/or City Code Enforcement Officers.

Architectural Review Committee & Policies

Lakemoor has an Architectural Committee that has been organized to review plans that are submitted for new home construction, landscaping additions and any other exterior changes or additions to your property. Please remember that all enhancements and changes to the exterior of your home must be submitted to the committee for approval prior to moving forward with construction/install. 
 
Submittal form, policies and regulations are available under Documents and Forms.
 
NEW POLICIES: No personal residence basketball stands (portable or permanent) will be permitted.
 
FLAGPOLES:  Permanent flagpoles are not allowed in the Lakemoor subdivision.  Temporary or removable flagpoles are allowed in the Lakemoor Subdivision.  When selecting a US Flag and temporary flagpole, the following specifications must be followed:
 
Flagpole – telescoping or removable.
Material – aluminum.
Color – aluminum, white, bronze
Height – does not exceed the ridge line (highest point of the roof) of the home.
Base size – maximum 2 ½ inches.
Halyard – external halyard (nylon ropes) not allowed.
US FLAG SIZE– 3 FOOT BY 5 FOOT.
Quantity – one per household.
 
FLYING THE US FLAG
The US Flag may be displayed on a removable pole that is held in place by a bracket placed upon the front of a dwelling.
 
The US Flag must be clean and in good condition, and comply with flag etiquette.  A flag should be flown from sunrise to sunset.  However, a flag may be displayed 24 hours if properly illuminated during the hours of darkness.  Flags should not be displayed on inclement weather days, except when an all-weather flag is displayed (all weather – nylon or non-absorbent material).  When picking a location for a pole, consideration for neighbors should be given.  Means of the flag attachment must be such as to prevent noise in windy conditions.
Holiday Lighting

Fall Greetings

This year has been full of activity and we have seen much progress with the new development and home construction projects. The community is starting to come together and is more and more beautiful each day.
 
The pool experienced a lot of use this season. The Board thanks residents who used the pool this summer for lowering umbrellas and using the appropriate parking. We are looking to buy more lounges and another table and chair set for next year to accommodate the newly added residents.
 
Some complaints were received this season regarding guest activities and keycard access, which will be discussed further at the annual homeowner's meeting.
 
Thank you for making our community one of the best places to live in Eagle!
Snow Removal

This winter, the HOA is going to attempt a new maintenance program involving snow removal on all sidewalks within the gated areas when there is 3" of snowfall or greater. The cost is minimal and included in dues. 
 
Please maintain your sidewalks on days with less snowfall. Remember, this is a test program.
